Bylaws

Bylaws are basicly the rules for Pandora's Rose. All members must uphold and follow the bylaws.

 

Pandora's Rose Bylaws are:

  

Article I. Name

  
The name of the organization is to be Pandora’s Rose. Pandora’s Rose was founded August 29, 2008.
  
  

Article II. Mission Statement

  
Pandora’s Rose is a community where members can contribute their experiences and ideas. Pandora’s Rose is open to adults age twenty one (21) and over, of all races, genders, beliefs, abilities, and orientations in the mid-Missouri and surrounding areas. Pandora’s Rose supports the free and open exploration of adult BDSM in a safe, sane, and consensual manner by providing an open accepting and non-judgmental community for those interested in leather and fetish.
  
  

Article III. Membership

  
Section 1 - Eligibility for Membership
        
1.1 Application for membership to Pandora’s Rose is open to all persons age twenty one (21) years and older who understand and support the Statement of Purpose.
        
1.2 Application for membership shall be available without regard to sex, race, creed, color, religion, marital or relationship status, sexual orientation, gender identity, national or ethnic origin, citizenship, or disability.
        
Section 2 - Application for Membership
        
2.1 Application for membership involves a four (4) step process. Only upon completion of all four (4) steps will an individual be considered a full member of Pandora’s Rose with all the rights and privileges thereunto.
     
2.1.1

Part one. A perspective member must attend a minimum of three (3) Pandora’s Rose sponsored events or two(2) Pandora’s Rose sponsored events with the other one (1) event being with a reciprocal group in which one (1) or more Pandora’s Rose members are in attendance.

     
2.1.2

Part two. After completing part one, a perspective member is offered an interview. The interview must include three (3) current members in good standing. Two (2) of those members must be board members.

  
2.1.2.1

The questions and standards for the interview are to be set by the Membership Coordinator and shall include but not be limited to questions and comments regarding:

  
a. The applicant’s actual identity and photo identification.
  
b. Discussion of privacy, discretion, and respect issues.
  
c. Expectations of Pandora’s Rose and of the applicant.
  
d. Affiliation with media, journalism, or law enforcement.
  
2.1.2.2

Following the interview process there will be a twenty four (24) hour waiting period between the interview and the offer/decline of membership. It is the responsibility of the Membership Coordinator to contact the perspective member.

  
2.1.3 Part three. The Membership Coordinator will provide a printed copy of:
  
a. The Pandora’s Rose bylaws (Provided by the President)
  
b. The Pandora's Rose discretion agreement (Provided by the Membership Coordinator)
  
c. The Pandora’s Rose rules of etiquette (Provided by the Vice President)
  
2.1.3.1 After reading all of the rules and bylaws the applicant must complete and sign the membership application, the discretion agreement, and waiver. When filling out the membership application it must include his/her:
  
a. Legal name
  
b. Scene name to be used when referring to the member (Can be filled in at a later time if they have no scene name)
  
c. Age (name and age must be verified by a photo ID at the time the application is submitted)
  
d. Applicants signature.
  
2.1.3.2 The Membership Coordinator must also sign the application after verifying the applicant’s information and signature. The application will then become the property of Pandora’s Rose, which will be filed and never shared with anyone.
  
2.1.4

Part four. The new perspective member must pay the membership dues which will be prorated in accordance with the annual payment period. Only at this time will he/she be considered a new member of Pandora’s Rose. The new member will be presented with a membership card at the next Pandora’s Rose event. It is the Membership Coordinators responsibility to make and deliver the new membership card to the new member. Membership cards must include an issue and expiration date. Membership cards are valid from the date that the dues are paid until the next dues payment is made.

  
Section 3 - Classes of Membership
  
3.1 Member: Any person twenty one (21) years of age or older who follows and supports the bylaws and rules of and has successfully completed the membership application process.
  
3.2 Reciprocal Member: Any member in good standing of an organization with whom Pandora’s Rose has a reciprocal agreement, allowing them the rights and privileges of a member to attend Pandora’s Rose events.
  
3.2.1

Exception to 3.2 being anyone who may qualify under the reciprocal membership class but does not meet the age requirement for Pandora’s Rose. To attend a Pandora’s Rose event all attendees must be at least twenty one (21) years of age.

  
3.2.2

Exception to 3.2 being anyone who may qualify under the reciprocal membership class but has been barred from Pandora’s Rose events due to past behavior.

  
Section 4 - Membership Dues
  
4.1 All members of Pandora’s Rose shall be assessed annual dues.
  
4.2

Membership dues are payable in annual installments of $40.00. Dues will be collected during the month of March.

  
4.3 All paid dues are non-refundable.
  
Section 5 - Membership in good Standing
  
5.1 A member is considered to be in good standing if all of the following are fulfilled:
  
a. He/she follows and supports the mission, purpose, and rules of Pandora’s Rose.
  
b. His/her dues are current.
  
c. He/she has a signed Discretion Agreement and Waiver is on file.
  
d. He/she attends at least one (1) Pandora’s Rose event every two (2) months. (If you attend a reciprocal group’s event it can count as your one event but only if another member of Pandora’s Rose is present).
  
Section 6 - Privileges of Membership
  
6.1 Members in good standing shall be entitled to:
  
a. One vote in all membership meetings and elections
  
b. Hold a board members position on the committee
  
c. Nominate members for positions on the committee
  
d. Right to attend all Pandora’s Rose meetings
  
e. Right to make a motion in the members meetings
  
f. Right to attend all Pandora’s Rose social events
  
g. Right to attend all Pandora’s Rose member’s only events
  
h. Receive discounts available through Pandora’s Rose affiliations
  
i. Right to receive emails from Pandora’s Rose members lists and open lists
  
j. Reciprocal membership in organizations with whom Pandora’s Rose has a reciprocal membership agreement.
  
k. Interview perspective members
  
l. Bring non-member guests to events
  
m. Borrow equipment owned by Pandora's Rose
  
n. Such other privileges and/or benefits as my be determined by the membership
  
6.2 Privileges that is not available to members not in good standing:
  
a. Not allowed to vote in members or elections
  
b. Not allowed to hold board member positions
  
c. Not allowed to nominate a member for a board position
  
d. Not allowed to make a motion in meetings
  
e. Not allowed to interview perspective members
  
f. Not allowed to bring non-member guests to member only events
  
g. Not allowed to borrow equipment owned by Pandora's Rose
  
6.3 How to become a member in good standing again:
  
a. Attend at least one (1) event every month for three (3) consecutive months.
  
Section 7 - Guests of Members
  
7.1 Members may bring guests to Pandora’s Rose events. However, the following rules shall apply:
  
a.

Members may not bring as a guest anyone who has been barred from Pandora’s Rose event due to past behavior.

  
b.

In order to attend a private Pandora’s Rose event a guest must have first signed the Guest Discretion Agreement and Waiver and have shown appropriate identification. The Guest Discretion Agreement and Waiver is the property of Pandora’s Rose and will be held for a period of three (3) years, after which it will be destroyed.

  
c. Each member may bring one (1) guest or one (1) couple to a Pandora’s Rose event.
  
d.

The sponsoring member is considered responsible for the behavior of his/her guest(s) and adherence to Pandora’s Rose rules. The sponsoring member must be present at all times with his/her guest(s). Violations committed by the guest(s) could result in warnings or more serious consequences for the sponsoring member.

  
e.

A guest is permitted to attend a maximum of one (1) private party and one (1) meeting per membership cycle without becoming a member. A guest may attend unlimited number of  “open” Pandora’s Rose events.

  
f.

The only exception to Section 8.1 is non-participatory spouses or significant others of members, who may attend and are welcome as guests indefinitely at the guest rate.

  
g. Guest(s) must be at least twenty one (21) years of age.
  
7.2

The above does not include persons brought in to conduct or assist in private presentations. Persons brought in to conduct or assist in presentations must be at least twenty one (21) years old.

  
Section 8 - Loss or Revocation of Membership
  
8.1

Should a member choose to leave, his/her Discretion Agreement and Waiver will continue to be the property of Pandora’s Rose for a period of three (3) years after which, the Discretion Agreement and Waiver will be destroyed.

  
8.2

Should an individual willfully, flagrantly or in an ongoing manner violate Pandora’s Rose Bylaws, Rules, or the Discretion Policy, a member or the operating committee may bring the details of the situation to the membership as a whole, for the purpose of determining proper action, which could include an expulsion vote. The Operating Committee may also give advice and/or warning to the affected member in hopes of remedying the situation.

  
8.3

Emergency suspension of membership privileges for safety, security, or other immediate measures may be accomplished by the President or Vice President, until such time as the membership meets to determine what actions should be taken.

  
8.4

Upon written complaint of misconduct or conflict between two (2) members, a mediating committee of three (3) shall be formed. The committee shall be composed of one (1) member selected by each party, and chaired by a third which would consist of the President unless the conflict involves the President, in which case the Vice President would be the chair in the conflict.

  
8.4.1

If there is no resolution, the committee having investigated the allegations, being unable to find a solution, and upon finding cause, shall present the findings to the membership at a meeting as a whole for a vote. Prior to the meeting a post will be sent to the members list encouraging all members to attend the meeting. No information about the complaint will accompany this post. Fifty one percent (51%) of total membership (not just present membership) vote is required. If a Fifty one percent (51%) vote can not be accomplished, the action will be held over till the next meeting so more membership votes can be counted. If at this meeting Fifty one percent (51%) still has not been accounted for, all possible actions will be discussed and the President has the exclusive say on what action will be taken.

  
a. Members not in good standing do not count towards the total membership.
  
b. If the complaint involves the president (after the second business meeting and only if fifty one percent (51%) of total membership votes can not be counted) the Vice President will have the exclusive say on what action will be taken.
  
8.5

Revocation of membership shall be for a period of one (1) calendar year. After that point a person has the right to reapply for membership following all the guidelines set forth in these bylaws including but not limited to attending a minimum of three (3) open events, completing the interview process, and waiting the twenty four (24) hour waiting period.

  
Section 9 - Expired and Returning Individuals
  
9.1

An individual whose membership has expired within one (1) calendar year may rejoin without going through the application process. They will only need to pay their prorated dues based on what month of the year they rejoin.

  
9.2

An individual whose membership has expired beyond the one (1) calendar year must go through the application process again to rejoin Pandora’s Rose.

  
Section 10 - Privacy
  
10.1

Pandora’s Rose understands and embraces its obligation to safeguard membership privacy to the very best of its ability. With this in mind the following procedures are established:

  
a.

Privacy and Discretion Agreements are considered extremely confidential. The information contained therein shall be only shared with the Operating Committee, and only on a need to know basis.

  
b.

A member is encouraged to provide a scene name on their Privacy and Discretion Agreement, which will be used to reference him/her in all Pandora’s Rose correspondence and communications.

  
c.

No member or officer may give out someone else’s personal information. This includes but is not limited to name, address, phone number, or occupation without the express permission of the individual.

  
10.2

Any information about the personal identities of Pandora’s Rose members and/or guests is to be held in strict confidence. This includes but is not limited to activities at members only events, meetings, meeting locations, attendance at meetings, attendance at open events, and attendance at members’ only events.

  
  

Article IV. Operating Committee

  
Section 1 - The Operating Committee
  

a. 

The management of the day-to-day affairs of the organization shall be vested in an Operating Committee, as defined below, who shall exercise general authority to control and manage the affairs and properties of Pandora’s Rose. No committee members shall have any right, title, or interest in or to any property of the organization and all actions taken shall be done only by further interests of the membership of Pandora’s Rose. Members of the Operating Committee are expected to be present at a majority of Pandora’s Rose events. The Operating Committee shall be comprised of a President, a Vice President, a Membership Coordinator, a Event Coordinator, a Web Coordinator, a Secretary, a Treasure, a Head Security Officer, and a Security Officer in that order. In the event that a member of the Operating committee will be absent, he/she is encouraged to appoint a proxy to act in his/her place. If the officer does not appoint a substitute, then any member of the operating committee may do so.

  
1.1 The President is responsible for:
  
a. All actions, activities, and equipment of Pandora’s Rose.
  
b Preparing agenda for membership consideration by the Friday prior to the business meeting.
  
c. Reserving the business meeting location.
  
d.

Overseeing that all tasks and preparations from all board members is completed in a timely manor before all events or actions take place.

  
e.

Presiding over all meetings, activities, and presentations that Pandora’s Rose is representing. If the President is unable to preside over any meetings, or functions, it is the Presidents responsibility to ensure that the Vice President is able and ready to reside over the meeting or event.

  
e.1

If the President and Vice President are both absent the Operating Committee will choose a temporary president to reside over that event. The temporary President must be a current board member.

  
f.

Responsible for the welfare of the Reciprocal Group Agreements for other BDSM related organizations.

  
g. See Article III/Section 8/8.4 involving conflict between members.

h.

See Article IV/Section 1/1.7/i2 involving verification of name removal from checking account.

  
i.

Providing the Membership Coordinator with adequate printed copies of Pandora’s Rose Bylaws for new members. See Article III/Section 2/2.1.3/a

  
j.

Has the capability of enacting emergency suspension over any members privileges for reasons of safety, security, or other immediate measures.  See Article III/Section 8/8.3

  
1.2 The Vice President is responsible for:
  
a. Aiding the President in all tasks that need to be completed.
  
b.

Have the ability to take control of the event, activity, or equipment in the absence of the President.

  
c.

Aid the other board members with any assistance that they may require in order to get the tasks completed within a reasonable time.

  
d.

In the event of the President being removed or leaves Pandora’s Rose, the Vice President will be required to step into the Presidents position. If this happens, a temporary Vice President will be elected by the board until the next election period.

f.

Responsible for providing the Membership Coordinator with adequate printed copies of Pandora’s Rose rules of etiquette for new members.  See Article III/Section 2/2.1.3/c

  
g. Has the capability of enacting emergency suspension over any members privileges for reasons of safety, security, or other immediate measures.  See Article III/Section 8/8.3
  
h. Make sure the President has accurate contact information (phone numbers) for you.
  
1.3 The Membership Coordinator is responsible for:
  
a. All records of members.
  
b. Discretion Agreements and Waivers
  
b.1 Must be kept in a locked box and brought to all play parties so they can be verified if needed.
  
c. Providing/sharing the list of non-personal membership information with the Operating Committee.
  
d. Responsible for what questions will be asked during the interview process of the new members. See Article III/Section 2/2.1.2.1  
  
e. Notifying new applicants of acceptance/denial after interviews once the twenty four (24) hour waiting period has passed.
  
e.1 Responsible for setting up a meeting with the new member (can be done during an event) to present them with a printed copy of Pandora’s Rose Bylaws, Discretion Agreement, and Rules of Etiquette. See Article II/Section 2/2.1.3
  
e.2 After presenting the new member with the documents the Membership Coordinator is responsible for verifying the applications information and signature.  Once the information is verified the form must be signed by the Membership Coordinator.
  
f. Making and updating membership cards.
  
g. Addressing inquiries regarding the organization.
  
h. Promoting Pandora’s Rose and recruiting new members.
  
i. Organizing the distribution of promotions and fliers pertaining to Pandora’s Rose.
  
j. Keeping track of “members in good standing” status.
  
k. Make sure the President and Vice President has accurate contact information (phone numbers) for you.
  
1.4 The Events Coordinator is responsible for:
  
a. Organizing all members only and Open events.
  
b. Organizing and communicating monthly munches including but not limited to times and locations.
  
c. Notifying the Internet Coordinator of upcoming events in a timely manor.
  
d. Consulting with the Head Security Officer regarding upcoming events.
  
e. Forming committees or enlisting assistants for larger events.
  
f. Making necessary reservations for all Pandora’s Rose events except the business meeting.
  
g. Make sure the President and Vice President has accurate contact information (phone numbers) for you.
  
1.5 The Web Coordinator is responsible for:
  
a. Maintaining and updating the Pandora’s Rose websites.
  
b. Maintaining members only access to Pandora’s Rose members only website.
  
c. Updating member’s database.
  
d. Updating calendars on all websites and lists.
  
e. Keeping website reminders up to date and accurate.
  
f. Notifying members of event changes and things going on when updated.
  
g. Administering Pandora’s Rose websites email.
  
h. Promoting Pandora’s Rose websites by submitting links and search engine listings.
  
i. Checking to make sure all links on the webpages are active on a regular basis.
  
j. Collecting and filing photo waivers.
  
k. Make sure the President and Vice President has accurate contact information (phone numbers) for you.
  
1.6 The Secretary is responsible for:
  
a. Recording the minutes for all Pandora's Rose members meetings.
  
b. Maintaining a record of all minutes from past Pandora's Rose members meetings.
  
c. Giving a brief history of events from the previous Pandora's Rose members meeting at the current members meeting.
  
d. Posting members meeting minutes within five (5) days to the members email list.
  
1.7 The Treasure is responsible for:
  
a.

Maintaining and balancing the Pandora’s Rose checking account including all funds, receipts, and disbursements.

  
b. Submitting a annual budget report for all members to see at the meeting in February.
  
c.

Depositing, in the name of Pandora’s Rose, all moneys within ten (10) days of receipt, in the Pandora’s Rose bank account.

  
d. Tallying a current bank account balance for each business meeting.
  
e. Dispersing funds as voted upon by the membership of Pandora’s Rose.
  
f.

Checking the Pandora’s Rose post office box once per week to maintain timely operations of business.

  
g.

Must choose one (1) other board member to hold onto the spare post office box key. This must be someone that can check the post office box in your absence.

  
h.

The Treasure can not be the spouse/partner/relation to the President in any way. This is to protect the integrity of Pandora’s Rose.

  
i.

All written checks require a second board members signature that can not be a spouse/partner/relation to the Treasure.

  
i.1

If someone becomes Treasure whose spouse/partner/relation is an authorized signature on the checking account, their spouse/partner/relation must remove their name from the authorized signature list prior to the new Treasure taking office.

  
i.2

The President is responsible for verifying with the bank that the name of the spouse/partner/relation has been removed prior to the new Treasure taking office and informing the board members that this action has been completed.

  
j. Make sure the President and Vice President has accurate contact information (phone numbers) for you.
  
1.8 The Head Security Officer is responsible for:
  
a. Security and privacy issues related to Pandora’s Rose.
  
b. Ensuring that every member and guest has a Privacy and Discretion Agreement on file with the Membership Coordinator.
  
c. Enforcing policies, rules, and regulations in accordance with federal, state, and local laws.
  
d. Enforcing policies, rules, and regulations in accordance with Pandora’s Rose guidelines.
  
e. Investigating any incidents of breaches in confidentiality or rules, as stated within the Bylaws.
  
f. Notifying the Web Coordinator of necessary information in a timely manor.
  
g. Recruiting and training additional security officers as needed for large Pandora’s Rose events.
  
h. If unable to attend an event, making sure the Security Officer can handle his/her half of the DM shift and finding someone else to cover the other half of the DM shift.
  
i. Consulting with the Events Coordinator concerning upcoming events.
  
j. If the Head Security Officer determines that someone has had alcohol or is unfit to scene, he/she is responsible for making sure no scene happens for the involved participants.
  
k. The Head Security Officer can, in the interest of security, safety of an individual, and/or Pandora’s Rose override the wishes of any member (including board members) at any event where the function of a DM is required. If the situation includes a non-board member, appeals may be made at the next meeting. If the situation includes a board member the situation will be discussed at the next meeting.
  
l. If the Head Security Officer says a scene stops, the scene stops. No exceptions. All board members are to stand behind his/her decision at least until it is discussed at the next business meeting.
  
m. Security is required for all events that have more than five (5) members/guests present not counting security officers.
  
n. All security officers are required to wear a security sash when on duty.
  
o. The Head Security Officer is required to keep an up to date inventory count of all medical and safety supplies owned by Pandora’s Rose.
  
p. The Head Security Officer is responsible for making sure none of the medical supplies are expired.
  
q. The Head Security Officer is required to make sure the fire extinguisher(s) are still good prior to each event. If they are not, he/she is required to get them filled (if they are refillable) or get new ones that are refillable if they are not refillable.
  
r. Make sure the President and Vice President has accurate contact information (phone numbers) for you.
  
1.9 The Security Officer is responsible for:
  
a. Covering as DM for half of an event where security is required.
  
b.

If the Head Security Officer is not present, Security has all the rights and authority of the Head Security Officer.

  
c.

If a situation occurs during the security shift, Security is to stop the scene then consult with the Head Security weather scene should be allowed to continue or not.

  
d.

Security Officer is not responsible for anything except watching half of a event where security is required. All the tasks and arrangements are to be handled by the Head Security Officer. 

  
d.1

The only exception to this rule is when the Head Security Officer is not present at an event. See Article IV/Section 1/9.1/b

  
e. Make sure the President and Vice President has accurate contact information (phone numbers) for you.
  
Section 2 - Election of the Operating Committee
  
2.1 Elections - The Operating Committee shall be chosen by simple majority vote of the Membership.
  
2.1.1 Requirements for election to the Operating Committee
  
a.

A person must be a member in good standing and have demonstrated actions, attitudes, and communications that would be an asset to, further the goals of, and support the mission of Pandora’s Rose. A person must agree to perform the duties as described in the Bylaws.

  
b.

A person must have been a member in good standing of Pandora’s Rose for a minimum time period of six (6) months prior to election.

  

b1. 

To be elected President of Pandora's Rose, a person must have served a position on the Operating Committee for a minimum period of one (1) year.
2.1.2 Means of Election
  
a.

The elections shall be held at the annual March meeting in the manner proscribed. Nominations shall be taken at the February meeting for all positions. Nominations may be done orally or (for members that can not attend the meeting) emailed to the President. Elections are done by secret ballot. Officers shall be elected by the membership to serve for a term of one (1) year.

  
b.

Should an officer position become vacant prior to the completion of its term, the Operating Committee may appoint a temporary officer until the next election.

  

b.1 

The only exception to this rule is if the Presidents position becomes open. If this is the case the Vice President is required to step into the Presidents position and a temporary Vice President is appointed until the next election.

  
2.1.3 Should a nominee run unopposed a confidence vote of the majority is still required.
  
2.1.4

If a position is vacant, the Operating Committee may absorb the duties or appoint an officer to fill the position until the next election.

  
Section 3 - Removal of Officers
  
3.1

Should an officer move outside the State of Missouri, their position on the Operating Committee shall be terminated, effective as of the next scheduled meeting but their membership is not effected.

  
3.2

Should an officer fail to remain in good standing, their position on the Operating Committee shall be terminated, effective as of the next scheduled meeting but their membership is not effected.

  
3.3

An officer can be removed by the membership at any time by a two-thirds (2/3) vote of those on the Operating Committee. The removal vote shall take place a month after the motion has been made for removal. The vote will be by secret ballot.

  
3.4

Reasons for removal from the office include, but are not limited to, actions, attitudes, or communications that is inappropriate to the purposes of Pandora’s Rose.

  
3.5

Officers shall make an effort to attend a fifty one percent (51%) majority of all Pandora’s Rose events. Officers may be removed from the Operations Committee for excessive absences through the removal procedure listed above.

  
  

Article V - Meembership Meetings

  
Section 1 - Public and Private
  
1.1

Private business meetings are held once a month on a regularly scheduled day and time. Meetings are monthly and for members and their guests only. If possible, members should give advance notice that a guest will be brought. Members are responsible for their guests and must be present with their guests. If a guest desires to join Pandora’s Rose as a member, the standard membership process (including interview) will apply.

  
1.2

The Annual membership meeting with Operating Committee member elections will be held in March.

  
1.3

Parties are open to Pandora’s Rose members, guests, and members of groups/clubs that Pandora’s Rose has a Reciprocal Agreement with (See Article III/Section 3/3.2). All attendees must be twenty one (21) years of age or older. Members and guests shall be appropriately attired for public viewing while outside the space.

     
a. The cost for parties is:  
  
a1. Members = $8.00 payable at the door. $5.00 if payed in advance.
  
   a2. Guests of Members = $13.00 payable at the door. $10.00 if payed in advance.
  
b.

Members are responsible for their guests and must be present for the entire time that their guests are present. Members must present membership cards prior to entering the party.

     
c.

Guests must read and agree to all Pandora’s Rose rules before entry. Guests must present ID before entering the party.

     
1.4

Munches will be held once a month. They will be held in a restaurant or other similar location and open to members and non-members alike.

     
1.5 Coffee breaks will be held once a month. They will be held in a coffee house and is open to members and non-members alike.
  
1.6 Bowling will be held once a month. Bowling is open to members and non-members alike.
  
  
  

Article VI - Bylaws

  
Section 1 - Amendments
     
1.1 If a change of the Bylaws is requested a post will be sent to the members list encouraging all members to attend the members meeting. At that time a vote can be called for in regards to the changing of the Bylaws. For a change to be made fifty one percent (51%) of total membership (not just present membership) for the change to be made must be accounted for.

1.1 The Bylaws found on the website is always considered the current version of the Bylaws. Any printed versions of the Bylaws do not supersede the website version of the Bylaws regardless of when the printed version was printed.
  
  
  

Article VII - Member Conduct and Pandora's Rose Party Rules

  
Section 1 - Party Rules
     
1.1

Privacy: Any information about the identities and/or activities of Pandora’s Rose, it’s members, or non-members activities is to be held in the strictest of confidence.

  
1.2

Harassment: Pandora’s Rose will not tolerate harassment of it’s members by any person or persons. A harasser will be asked to leave immediately and may be barred from future Pandora’s Rose events as described in the  Bylaws.

  
1.3 Consensuality: All participants are consenting adults who shall respect the rights and wishes of other members and guests.
  
1.4 Waiver: Pandora’s Rose members and guests must sign a Discretion Agreement and Waiver before entering an event. A member or guest with a signed Discretion Agreement and Waiver on file need not sign another. Guests must be reminded of the Discretion Agreement and Waiver at each event they attend.
  
1.5 Photography: No video, audio recording equipment, or cameras are permitted during any Pandora’s Rose events.
  
1.6 Alcohol and smoking: Moderate use of alcohol is permitted as long as those drinking are not scening or planning on scening. Smoking is permitted in the smoking area only. Anyone appearing to be under the influence of illegal drugs will be asked to leave immediately.
  
1.7 Respect: All members and guests of Pandora’s Rose agree to respect other participants properties and play areas. All conversations will be kept to a minimum near all play areas. Please save your questions for scene participants until the scene is completed. If a member or guest feels that a scene is problematic he/she should inform the D.M.. Direct intervention is appropriate only when the danger appears to be life threatening or in violation of Pandora’s Rose party rules.
  
1.8 Wax play: Wax play is limited to a designated wax play area determined by the host and/or Head Security Officer. If one wishes to do wax play, a wax play area can usually be set up once requested.
  
1.9 Sex: No sexual intercourse is permitted. Insertion of toys and/or oral is at the discretion of the host of the venue.
  
1.10 Blood play: No blood play activities permitted at all. If blood is shed the scene must be stopped immediately and cleanup must begin for that station immediately.
  
1.11 Cleanup: Members and guests are responsible for cleaning and disinfecting their play areas as soon as possible so other members and guests may use the equipment.
  
1.12 Solicitation: Prostitution, solicitation, or negotiation of compensation for services is not permitted. Violators will be required to leave immediately and be barred from future events.
  
1.13 Drugs: Any one in possession of illegal drugs will be required to leave immediately and will be barred from future events.
  
1.14 Dungeon monitor (DM): The D.M. has the authority and responsibility to handle emergency situations. For example, he/she may intervene in a scene, if necessary, for the safety and/or upholding Pandora’s Rose rules. The decision of the head security officer is final. All issues that arise can be discussed at the next business meeting. No discussion is to take place at the current event once a reason for stopping a scene has been stated.
  
1.15 Weapons: Knife play is permitted but upon arrival all members and guests must show all knives to the head security officer. That way the head security officer knows who is carrying a knife. No guns are allowed at any Pandora’s Rose events with the exception of stun guns, tazors, or other electrical devices. If anyone brings a knife to an event without showing it to a D.M. first they could be asked to leave.
  
Section 2 - Safety and Security at Events
  
2.1 The Security Officers will make themselves identifiable by a orange sash.
  
2.2

The Security Officers have the authority and responsibility to handle emergency situations. For example, he/she may intervene in a scene, if necessary, for safety and/or for upholding Pandora’s Rose rules.

  
2.3

The Head Security Officer may eject members or guests for violations of security or safety as stated within the bylaws. The Head Security Officer’s word is final at that time. Questions about his/her judgment may be brought up during the next board members meeting.
